1. Step 1: Request an Evaluation

    If a child may benefit from special education services, a referral can be made.

     

    Referrals may be initiated by:

    • Parents or guardians
    • Teachers or school staff
    • Doctors or early childhood professionals

     

    For preschool students (ages 3–5), referrals are made to the County that the child resides in.
    For school-age students (5–21), referrals are made to the Committee on Special Education (CSE).

  2. Step 2: Student Evaluation

    Once parental consent is provided, the school district conducts evaluations to better understand the student’s learning needs and strengths.

     

    Evaluations may include:

    • Educational assessments
    • Psychological evaluations
    • Speech and language evaluations
    • Occupational or physical therapy evaluations
    • Classroom observations

     

    These assessments help determine what services and supports the student may need.

  3. Step 3: CPSE or CSE Meeting

    After evaluations are completed, the CPSE or CSE meets to review the results and determine whether the student qualifies for special education services.

     

    If eligible, the team develops an Individualized Education Program (IEP) that outlines:

    • Learning goals
    • Recommended services and therapies
    • Classroom supports and accommodations
    • Educational placement

  4. Step 4: Recommendation for Placement

    If the CPSE or CSE determines that a student would benefit from a highly specialized learning environment, the team may recommend placement in an approved special education program offered through Abilities First Education Centers.

     

    Abilities First programs provide:

    • Small classroom environments
    • Specialized instruction
    • Integrated classroom settings
    • Individualized learning plans

  5. Step 5: Education Center Visit and Enrollment

    Once a placement recommendation is made, the Education Center or program may arrange a visit to the recommended program.

     

    Families may have the opportunity to:

    • Tour the Education Center
    • Meet the educational team
    • Learn about classroom supports and services

     

    If the placement is appropriate, the school district coordinates enrollment and transportation.

  6. Step 6: Beginning Services

    Once enrolled, students begin their program and receive services based on their Individualized Education Program (IEP).

     

    The educational team works closely with families and the school district to support each student’s learning, development, and long-term goals.
