1. Step 1: Referral

    A student is referred for evaluation if special education services may be needed.
    Referrals can be made by parents, teachers, or other professionals.
    For preschool students, referrals go through the Committee on Preschool Special Education (CPSE).
For school-age students, referrals go through the Committee on Special Education (CSE).

  2. Step 2: Evaluation

    With parental consent, the school district conducts evaluations to better understand the student’s strengths and needs.

     

    Assessments may include educational testing, speech and language evaluations, psychological assessments, and other specialized services.

  3. Step 3: Eligibility

    The CPSE or CSE reviews evaluation results to determine whether the student qualifies for special education services under New York State guidelines.

     

    If the student is eligible, the team moves forward with developing an Individualized Education Program (IEP).

  4. Step 4: IEP Meeting

    Parents and school professionals meet to create the student’s Individualized Education Program.
    The IEP outlines:

    • Learning goals
    • Recommended services and therapies
    • Classroom supports and accommodations
    • Appropriate educational placement

  5. Step 5: Services & Placement

    Once the IEP is finalized, the school district arranges services and placement.

     

    Some students may receive services in their local school district, while others may attend specialized programs offered through Abilities First Education Centers, where individualized instruction and integrated therapies are provided.

  6. Step 6: Ongoing Review

    The IEP is reviewed at least once each year to monitor progress and adjust goals or services as needed.

     

    Students are also reevaluated every three years to ensure their educational program continues to meet their needs.
